The council finds that the presence of weeds, trash or uncultivated growth upon property endangers the health, welfare and safety of the residents of the county. The council also finds that the distraction created by junkyards which are visible by motorists who travel upon the public roadways endanger the health, safety and welfare of the residents of the county. The council further finds that the aesthetically pleasing appearance of storage areas will promote the health, safety and welfare of the people of the county. (Ord. 1876 § 2 (part), 1990)
