When the director determines that the topography of the land will not permit adequate screening of an existing automobile graveyard or that the screening of the automobile graveyard would not be economically feasible, the county may acquire by gift, purchase, exchange, or condemnation such interest in lands as may be necessary to secure the relocation, removal or disposal of automobile graveyard. When the director determines that it is in the best interest of the county, the director shall recommend to the council to authorize an action to acquire such land, or interest in land, as may be necessary to provide adequate screening of the automobile graveyard.
