This section defines two terms used in this article: "civil defense emergency" and "standby officers." It explains what counts as a civil defense emergency and who standby officers are. It does not create any duties or penalties.

For the purposes of this article, the following definitions apply unless the context clearly indicates or requires a different meaning. Civil Defense Emergency. Any disaster or emergency of great destructiveness resulting from enemy attack, sabotage or other hostile action, upon the basis of which the existence of a state of civil defense emergency is proclaimed. Standby Officers. Persons who shall function with all the powers, responsibilities, and duties of the office for which they have been designated in the event of the unavailability of the officers for whom they stand by, during a period of a civil defense emergency as in this article provided. )
