Permits and fees for storing outrigger canoes

(a) The department of parks and recreation is authorized to issue permits and set fees and charges for the use of the halaus, including the setting of nominal fees to cover operating expenses. (b) The director shall adopt rules pursuant to HRS Chapter 91, for the implementation, administration, and enforcement of this article. )
