Who counts as a cat owner and who is exempt

“Owner” means any person owning, harboring, or keeping, or providing care or sustenance for a cat, whether registered or not, or having custody of a cat, whether temporarily or permanently. This definition shall not apply to any person who has notified the animal control contractor of the cat at large that the person has taken into possession and: (a) Who is or will be transporting the cat to the animal control contractor; or (b) Who has made arrangements with the animal control contractor to have the cat picked up by the animal control contractor.
