Rules for enforcing this article

The department of facility maintenance, or another department the mayor picks, can make rules to carry out and enforce this article. These rules have the same power as law and must follow state rules for making them.

In accordance with HRS Chapter 91, the department of facility maintenance or a department designated by the mayor may adopt rules having the force and effect of law for the implementation, administration, and enforcement of this article.
