For the purposes of Articles 8 through 14 of this chapter, the following definitions apply unless the context clearly indicates or requires a different meaning. Highways. Includes streets. Improvements. Includes land acquisition, betterments, and initial construction. Lessee. A lessee of property to be assessed who, by the express terms of the lease, must pay the kind of assessment contemplated by Articles 8 through 14 of this chapter.
