No stopping or parking during posted hours

(a) When official signs are erected giving notice thereof, a person may not stop, stand, or park a vehicle any longer than is absolutely necessary to take on or discharge passengers or freight, upon any of the streets or portions thereof within the city, between the hours indicated on such signs; provided that when requested for noncommercial or nonbusiness purposes only, the director of transportation services may suspend for a period of not more than one week any parking prohibition herein enacted pursuant to Article 3 .
(b) When official signs are erected specifying the hours of restricted parking during the morning peak traffic or afternoon peak traffic hours, or both, a person may not stop, stand, or park a vehicle, even momentarily, upon any of the streets or portions thereof between the hours indicated on such signs; provided that when requested for noncommercial or nonbusiness purposes only, the director of transportation services may suspend for a period of not more than one week any parking prohibition herein enacted pursuant to Article 3 .
