This rule says you cannot drive a motor vehicle, trailer, or semi-trailer on a highway unless it has fenders, covers, or other parts that keep water or mud from spraying to the rear. The vehicle's own body can count if it blocks the spray well enough.

A person may not operate on any highway any motor vehicle, trailer, or semi-trailer, unless equipped with fenders, covers, or devices, including flaps or splash aprons, or unless the body of the vehicle or attachments thereto afford adequate protection to effectively minimize the spray or splash of water or mud to the rear of the vehicle. )
