This section defines what a parade is for the rules in this chapter. A parade is any group of people, animals, bikes, or vehicles moving on public streets, sidewalks, or alleys in a way that does not follow normal traffic rules.

Any march, procession, or assembly consisting of persons, animals, bicycles, or other vehicles, or combination thereof, traveling on, over, or across any public street, sidewalk, or alley, which does not comply with normal and usual traffic regulations or controls. )
