Anti-speed bumps

The council finds that there may be a need for the installation of anti-speed bumps on streets located within the city and, therefore, authorizes the use thereof by the department of transportation services; provided that the location and installation of any anti-speed bumps on a particular street or streets within the city shall be left to the determination of the department of transportation services as prescribed in Charter § 6-1703(b). The determination of the location and installation of any anti-speed bumps shall be made after all of the following conditions have been considered: (1) The population count, especially the population of children, indicating the need for anti-speed bumps to safeguard the lives of the people residing within the immediate vicinity of the street upon which anti-speed bumps are to be located and installed; (2) Whether there is sufficient motor vehicular traffic based on the traffic count as against the population density to warrant the location of anti-speed bumps on a particular street; (3) Where the width, configuration, and layout of the street would make the location and installation of anti-speed bumps effective; (4) That the speed limit and the location and installation of anti-speed bumps will be compatible; (5) That the location and installation of anti-speed bumps will not create a dangerous or hazardous situation to the residents of the streets on which anti-speed bumps are located; and (6) No anti-speed bumps shall be located on streets where there are other or better protective devices that can be used to safeguard the lives of the residents living on or in the vicinity of the streets on which the location and installation of anti-speed bumps are proposed. )
