Read the official text at honolulu.gov ↗

If you are arrested for a traffic violation and do not show up when and where the summons says, you can be charged with a misdemeanor, even if the original charge is dropped. If you want to fight an administrative citation or do not pay the fine within 10 days, you will get a regular traffic summons instead.
