ROH §15-6.6

Permits for red or green signs near traffic lights

Read the official text at honolulu.gov ↗

You need a written permit from the transportation director before putting up or keeping a red or green light or neon sign within 75 feet of a signal-controlled intersection. The permit confirms the sign won't distract drivers. Existing signs also need a permit before being renewed or replaced.
