For the purposes of this article, the following definitions apply unless the context clearly indicates or requires a different meaning. Child. A minor under the age of 18 years. Director. The director of customer services and includes the director of customer services’s authorized deputies and subordinates. New Bicycle. A new bicycle or a bicycle previously unregistered under this article that is sold by a retail dealer. Parent. Either one of the parents of the child, or any legal guardian. Retail Dealer. Any person who sells bicycles in the regular course of business primarily for the use and enjoyment of the purchaser and not for resale. Transferee. The person to whom and in whose name a bicycle will be transferred including retail dealers or in the case of a child, the child’s parent. )
