How the city can make rules for the taxi subsidy program

This section lets the city department create official rules for the taxi subsidy program, following state procedures. Before making those rules, the department can run a small test program to see if taxi subsidies work well as a ride option for people who qualify for special transit service.

(a) The department may adopt rules under this article in accordance with HRS Chapter 91 to implement the program. (b) Before the adoption of rules, the department may initiate a pilot program to evaluate the effectiveness of taxicab subsidies as a transportation alternative for persons certified to use the special transit service established under Article 4 .
