When a moving permit can be denied

The city will not give you a permit to move a building if doing so would put more than one home on a lot where water is short for household use, fire safety, or sanitation. It also won't give a permit if the building is more than half damaged or deteriorated compared to its replacement cost.

No permit shall be issued to move any building or structure: (1) That may result in more than one housing accommodation to be situated on any lot in areas determined by the board of water supply to lack sufficient water supply for any one or more of the following: domestic use, fire protection, or sanitation; or (2) That has deteriorated or been damaged to an extent greater than 50 percent of the cost of replacement (new) of such building or structure. )
