(a) Building permit required. No person shall install any swimming pool or cause the foregoing to be done without first obtaining a building permit. (b) Plans and specifications. Plans, engineering calculations, and other data shall be submitted with each application for a permit and shall be prepared by an engineer or architect licensed by the State of Hawaii.
