Mayor must send council a report on budget spending

When the mayor gives the council the budget documents, the mayor must also send a report about money from the executive operating and capital budgets for this year and the two years before. The report must be organized by department and include specific spending details. It must be current and provided in two formats.

(a) At the same time the mayor submits the budget documents specified in Charter § 9-102.1 to the council, the mayor shall also submit a report on appropriations from the executive operating and executive capital budgets for the current fiscal year and the two preceding fiscal years. The report must substantially conform to the form set forth in Exhibit A, which is attached to the ordinance codified in this article and incorporated herein by reference. (b) The report on appropriations must be organized by department and must include the following information: (1) Executive operating budget appropriations. (A) For the current fiscal year, the function, program, appropriated amount, and the potential lapse amount for each activity by source of funding. (B) For the two preceding fiscal years, the function, program, appropriated amount, and lapse amount for each activity by source of funding. (2) Executive capital budget appropriations. (A) For the current fiscal year and the preceding fiscal year, the function, program, appropriated amount, and the potential lapse amount for each project by source of funding. (B) For the second preceding fiscal year, the function, program, appropriated amount, and lapse amount for each project by source of funding. (c) The report on appropriations must be current (as of January 31 of the year of submittal or later). The report must be provided in both a standard report format and a data-rich format as defined in § 2-19.1 .
