Emergency management director's job duties and independence

This section sets the rules for the emergency management director's job. (a) The director of emergency management shall serve in that capacity on a full-time basis. (b) The director of emergency management shall be subject to the civil service laws. (c) Except as provided herein, the director of emergency management shall not be made subordinate to or answerable to any person or department with respect to State or city civil defense matters other than the mayor or the managing director. (d) The director of emergency management shall install, maintain, and repair the civil defense siren warning system and the fire alarm and police communication systems, other than radio.
