This article does not apply to:
(1) Gifts, grants, or unsolicited donations where no sponsorship agreement exists or is required;
(2) Parades or events sponsored or co-sponsored by the city pursuant to other ordinances or rules;
(3) Facilities in Kapiolani Regional Park; and
(4) Facilities in Hanauma Bay Nature Preserve.
