ROH §21-8.40

Zero lot line housing

Read the official text at honolulu.gov ↗

This section explains why the county allows zero lot line housing. It lets homes be built like single-family houses but on smaller lots with less street frontage, saving money without changing density rules. It also aims to create more usable yard space and support urban infill in new and existing neighborhoods.

The ordinance, as written (Honolulu County) — Housing - Zero lot line development

A copy, taken August 22, 2026. The version published by Honolulu is the one that governs, and it may have changed since. Check it before relying on anything here.

The purposes of this section are as follows: (a) To allow housing that has the attributes of single-unit dwellings, but with cost savings due to less street frontage per zoning lot and smaller lot sizes, without changing the underlying zoning district density controls; and (b) To offer more usable yard space and allow more efficient use of land. It is the intent that zero lot line housing be applied to both new and existing neighborhoods, and be used as a method for urban infill.
