(a) Diamond Head is a volcanic crater that has been declared a State and national monument. Its natural appearance and prominent public views have special values of local, State, national, and international significance and are in danger of being lost or seriously diminished through changes in land use and accompanying land development. (b) In accordance with these findings and established public policies, it is necessary to preserve and protect the views of the Diamond Head monument.
