Any applicant contemplating development within the special management area may contact the agency for information regarding procedures and general information that may influence the applicant’s proposed development. The applicant may request a special management area determination in which the applicant provides a summary of the proposal to the agency and the agency makes a preliminary determination about whether the proposal constitutes development for the purposes of this chapter and whether an SMA permit is required.
