How the council can change a special assessment district

The city council can change what services a special assessment district provides, how costs are split, or the district's boundaries, but only if the district board asks first. Other changes to the district's rules can be made by a regular ordinance without following the special procedures in this article.

(a) Upon request of the district board, the council may change the authorized supplemental services and improvements, the supplemental services and improvements to be financed, the rate or method of apportionment of a special assessment, or the boundaries of the district other than an annexation provided in Article 5 , or the council may require the levy of a new special assessment. Such change or new levy shall be accomplished in accordance with this article. (b) Any other amendments to the ordinance establishing the district not specifically controlled by this chapter may be accomplished by ordinance but need not comply with this article, Article 5 , or Article 6 .
