How long the annexation hearing can last and what happens after

This section sets time limits for a city council hearing about annexing land. The hearing may be continued from time to time, but shall be completed within 30 days; except that, if the council finds that the complexity of the proposed annexation or the need for public participation requires additional time, the hearing may be continued from time to time for a period not to exceed 90 days from the date of the original hearing. At the conclusion of the hearing, the council, after considering all protests and such other relevant factors (such as the general plan or development plan) as it deems appropriate, may approve or disapprove the ordinance of annexation (in the form in which it was introduced or with such changes as determined by the council and permitted by this part). Thereafter, the city may levy the special assessment on the annexed land.
