How to appeal an impact fee decision
Read the official text at honolulu.gov ↗If you disagree with the impact fee amount, you can ask the planning director for a formal ruling. You must submit your request within 15 days of getting the fee notice. Paying the fee does not give up your right to appeal. The director's ruling is final.

The applicant may contest the amount of the impact fee assessed by petitioning the director of planning and permitting for a declaratory ruling pursuant to the practices and procedures of the department. The petition must be submitted by the developer within 15 days of notification of the fee amount. Payment of the fee amount will not be a waiver of the applicant’s right to request a declaratory ruling from the director. The declaratory ruling shall be considered a final decision and order by the department.
