When a pedicab operator can refuse a disorderly passenger

This section lets a fixed-stand pedicab operator refuse to send a pedicab to, or give a ride to, a person who is disorderly. It applies even if other rules would normally require service. The operator decides based on the person's disorderly behavior.

Notwithstanding any of the foregoing provisions, the operator of a fixed stand may refuse to dispatch a pedicab to, and the operator may refuse to furnish transportation to, a disorderly person. )
