Except as otherwise provided, the following restrictions apply to all leases made in accordance with this chapter:
(1) No lease shall be for a longer term than 75 years, including the initial term and any renewal or extension; and
(2) No lease shall be made to any person who is in arrears in the payment of taxes, rents, or other obligations owing to the city.
