(a) Concessions in the facilities must be awarded as provided by law. The term of any concession must not exceed a period of 25 years; provided that any concession term longer than five years must be authorized by resolution by the council, as deemed necessary in the public interest.
(b) The sale and consumption of alcoholic beverages must be in conformity with applicable laws. However, the sale and consumption of alcoholic beverages will be prohibited if the tenant of the facility in which such concession is located objects to such sale and consumption.
