(a) The presiding officer of the council shall appoint, with the concurrence of the council, a director of the office of council services, who shall serve for a term of six years, and thereafter until a successor is appointed. The council, by a two-thirds vote of its entire membership, may remove or suspend the director from office, but only for cause. (b) If the office of the director becomes vacant, the deputy director shall become the acting director until a successor is duly appointed. (c) The salary of the director shall be equal to that of the majority of executive department heads who are subject to the salary commission. If no majority of such department heads is entitled to the same salary, then the salary of the director shall be equal to the salary of the director of budget and fiscal services.
