(a) The director is authorized to exercise all administrative or other powers available in carrying out the purposes of this article, including maintaining an action for an injunction to restrain the activity which is causing or has caused damage to public property. (b) All remedies and penalties under this article shall be enforced in civil proceedings by the corporation counsel.
