TThe director and the director of budget and fiscal services may adopt rules in accordance with HRS Chapter 91 to enable the director and the director of budget and fiscal services to administratively add, pursuant to Chapter 6, Article 1 , any unpaid civil fines imposed under this article to taxes, fees, or charges collected by the city. The adoption of any of the foregoing rules is not a prerequisite to liability under § 40-6.2 .
