This article shall not apply to: (1) Occasional events of significant cultural benefit to residents of Oahu, including but not limited to celebrations commemorating the beginning of a new year or ethnic and cultural festivals; and (2) One-time events designed for the purpose of significantly enhancing the economic well-being of the tourist industry including events scheduled for live broadcast outside the State.
