Read the official text at honolulu.gov ↗

If you owe a civil fine and it is added to a city tax, fee, or charge, the fine becomes due and delinquent right away. The city agency that collects that tax, fee, or charge will also collect the fine. This is one of several ways the city can collect unpaid fines.
