Maximum interest rate for city urban renewal project notes

This section sets a cap on the interest rate for notes the city issues to help pay for urban renewal projects. The rate cannot be more than 10 percent per year. This applies even if other city rules would allow a higher rate.

Any ordinance to the contrary notwithstanding, project notes to aid in financing urban renewal projects of the city to be authorized for issuance and sale under HRS Chapter 53 shall bear interest at a coupon or stated rate or rates not exceeding 10 percent a year. )
