The purpose of this article is to establish a schedule for an annual contribution to the city from certain federal lessees where such leased federal property does not use the city’s refuse and road maintenance services, and routine police, fire, and ambulance services, where “routine police, fire, and ambulance services” do not include services provided by the city on such federal property: (1) Pursuant to agreements between the federal government and the city or the State, including without limitation, mutual aid agreements; or (2) In accordance with policies or procedures developed by the city to coordinate the provision of such services as between the federal government and the city. The payment of this annual contribution is for the use, benefit, and enjoyment of the other city services of the leased federal property and the individual residents of the military housing project, which are not subject to an easy cost analysis for establishment of a fee assessment for the city services. Such other city services include such activities as the planning, land acquisition, development, and maintenance of public parks, subsidized bus service, landscaping and beautification projects countywide, the availability of police, fire, and ambulance services throughout the county, planning, land acquisition, development, and maintenance of public roadways throughout the county, and the many cultural and athletic city-co-sponsored events in the county.
