For the purpose of this article, the following definitions apply unless the context clearly indicates or requires a different meaning. Department. The department of budget and fiscal services. Director. The director of budget and fiscal services. Owner. Includes any person leasing the real property of another under a lease having a stated term of not less than 30 years. Wasteland. Land that is classified as such by the director. )
